WV Materials recycling Directory
The West Virginia Department of Environmental Protection is committed to promoting a healthy environment in the
Mountain State. Recycling plays an important role in our mission. It reduces the amount of waste sent to landlls; con-
serves natural resources such as timber and water; prevents pollution by reducing the need to collect raw materials; saves
energy; and helps create jobs. According to a national Recycling Economic Information Study in 2016, recycling and reuse
activities accounted for 681,000 U.S. jobs in a single year, worth $37.8 billion in wages and $5.5 billion in tax revenues.
This directory helps West Virginians nd commercial and community recycling opportunities near where they live.
There also is a section on scrap metal handlers. All directory information is as current as possible. Before delivering
recyclable materials to any organization, please call to conrm hours of operation, delivery address and types of
materials accepted. This guide is a product of the West Virginia Department of Environmental Protection and West

Recycling in West Virginia
REAP-West Virginia Department of Environmental Protection
The Rehabilitation Environmental Action Plan (REAP), a unit of the West Virginia Department of Environmental
Protection, promotes community-based recycling programs and recycling education initiatives. Among the programs
it administers are the Recycling Assistance Grant Program, Litter Control Grant Program, WV Make It Shine Earth Day
Celebration and the State Employees Oce Paper Recycling Program. As part of REAPs Covered Electronic Devices
Manufacturer Registration and Takeback Program, West Virginians can return certain brands of E-waste to their original
manufacturer for proper recycling, thus keeping them out of landlls. E-waste includes items such as televisions and
computers. The CED Takeback Program also provides funding to municipalities and counties to oer their own E-waste
takeback events or to support existing collection programs. For additional information on REAP recycling activities,

Solid Waste Authorities
Solid Waste Authorities (SWA) in West Virginia are charged with promoting and encouraging source reduction, reuse
and recycling activities within their counties. According to the most recent recycling survey, of the 50 county and region-
al SWAs, 35 provide recycling services and ve work closely with local recyclers or municipalities to make sure residents
have recycling options. Together these counties have 129 drop-o locations and 36 curbside programs. Over 21,157 tons
of material was recycled by these programs in calendar year 2019, bringing in $678,919 in revenue.
WV Code §22-15A-18(b) mandates cities with populations over 10,000 provide curbside recycling to their residents. West
Virginia has 14 mandated municipalities. These cities collected 8,199 tons of material in 2019, up 3,363 tons from 2017.
The Solid Waste Management Board (WVSWMB) is the state agency charged with helping local SWAs achieve their
recycling goals through technical assistance and grants.

If you have accessed this directory, you have taken an important step in becoming a responsible recycler. But why is
recycling so essential to protecting our environment? Quite simply, we must do a better job of reducing the amount
of waste going into our landlls. Recycling is one tool to accomplish that mission. Landlls are designed to bury trash,
not break it down. Non-biodegradable materials such as plastic, glass and metal can remain unchanged in a landll
for many, many years. As the years pass, landll contents have the potential to poison groundwater, pollute our air
and cause other environmental problems. In fact, when a landll closes, the site, especially the groundwater, must be
monitored and maintained for up to 30 years!
West Virginians generate a staggering 4,300 tons of waste daily, approaching 5 pounds per person. Nationally, ap-
proximately 292 million tons of municipal solid waste were generated in 2018, according to a U.S. Environmental
Protection Agency National Recycling Strategy document that was released in November 2021. Of that total, roughly
32 percent was recycled or composted. The EPAs goal is to increase the U.S. recycling rate to 50 percent by 2030.
In the long run, adequate waste management to protect our health and safety begins with the buying and recycling
habits of all West Virginians. Recycling is a key factor in reducing the amount and toxicity of waste that goes to our
landll sites. But the benets don’t stop there. Recycling also conserves natural resources, reduces litter and pollution
and creates jobs that benet the economy.

Recycling Coalition of WV, Inc.
Since 1999, the Recycling Coalition of WV, Inc. has been advocating recycling and encouraging West Virginians to
make purchasing decisions based on recycled content or the ability to recycle the material once the product has
completed its useful life. The Recycling Coalition coordinates recycling activities like the Re-Fashion show, provides
incentive prizes for adults signing a pledge to support recycling and sponsors youth and teacher contests.
November 15th marks the national observation of America Recycles Day. Each year, the West Virginia Recycling Coali-
tion and its partners sponsor the states celebration of this annual event. Through educational and promotional activi-
ties, statewide school contests and county events, West Virginia Recycles Day has gained pledges from thousands of
West Virginians who support recycling.

Preparing Recyclables
Paper. Each 4-foot stack of recyclable newspapers saves a 17-foot pine tree. One 40-foot stack weighs a ton and makes
enough insulation to save 45 barrels of crude oil per year. Check with your recycling service or drop-o center sta
to determine exactly what paper they recycle and how or if it should be sorted. Paper with food residue, cellophane,
self-stick adhesives, wax, plastic, or foil coatings cannot be recycled, nor can wet paper. Corrugated cardboard, with its
ribbed section between two layers of paper, should be free of contamination, attened and bundled.
Clothes and textiles. Bundle clean and dry textiles for recycling at local thrift shops, such as Goodwill Industries and
The Salvation Army.
Plastics. More than half of the carpet ber manufactured in the United States has two-liter plastic bottle content. A
good rule of thumb for recyclers to remember is that only bottles and jugs, Nos. 1 and 2 plastic, are readily accepted in
most local programs or at recycling centers. Look for the 1 or 2 inside the recycling symbol on the container. To pre-
pare, remove caps, rinse thoroughly and atten. Yogurt containers, styrofoam, Ziploc bags, straws, fast food cups and
eating utensils, takeout containers and bubble wrap are not accepted by most recycling centers.
Glass. Recycled glass melts at lower temperatures than the raw materials used in making glass originally. The in-
creased energy savings to the glass industry creates a steady demand for recycled glass cullet (crushed glass). To
prepare for recycling, remove all caps and rinse.
Aluminum. More than one million tons of aluminum soda cans, TV dinner trays, and aluminum foil are thrown away
each year and end up in landlls. Americans throw away enough aluminum every three months to rebuild our entire
commercial air eet. Making new aluminum cans from used cans takes 95 percent less energy, and 20 recycled cans
can be made with the energy needed to produce one can using virgin ore. Recycling one aluminum can saves enough
energy to keep a 100-watt bulb burning for almost four hours or to run your television for three hours. Tossing away
an aluminum can wastes as much energy as pouring out half of that cans volume of gasoline. Recycling aluminum is
easy, and you help complete the recycling loop. Just rinse and store until it’s time to recycle.
Steel and bimetal cans. Ask your local recycler if it is accepting steel cans. Commonly called tin cans, steel cans are
magnetic and are made with or without side seams. Bimetal cans contain steel and aluminum. To recycle, merely rinse.
Organic wastes. You can recycle grass clippings, leaves, and some kitchen wastes at home by composting to produce
a soil enricher for your vegetable or ower garden. The process is simple and rewarding, and does not have an odor or
attract animals when properly done. Ask your library or your local extension agent for information on how to start and
maintain a compost pile.
Appliances. Repair or sell used appliances whenever possible. Because they may contain recyclable materials such as
pipe, copper, wiring, lead and other scrap metals, some communities hold “Bounty Days” and pay a fee for each appli-
ance brought in.
Automotive Materials
Motor oil never wears out, it only gets dirty. Once impurities are removed, used oil can be marketed as rened oil
or industrial fuel oil. There are service centers across West Virginia that accept used motor oil at no cost in resealable
containers from do-it-yourselfers.
Used tires can cause serious public health and environmental problems when mishandled. They are now banned from
municipal and county landlls. Fortunately, old tires can be recycled for making rubber mats and other products. Some
states use the rubber as an asphalt ingredient. If your community or county does not have a recycling center that ac-
cepts used tires, work with your local solid waste authority or area business. Get them to sponsor an annual Tire Amnes-
ty Day, when anyone can bring used tires, free of charge, to a designated facility. From there, the tires can be distributed
to a manufacturer using recycled tires. REAP also sponsors free tire collection days in all 55 West Virginia counties.
Electronics
Many dierent types of electronics such as cell phones, microwaves, TVs, laptops, computer keyboards and moni-
tors, video game components, CD players, stereo equipment and batteries can be recycled. About 50 million tons of
electronic waste is produced annually around the world. In the U.S., the EPA estimates that only 15 to 20 percent of the
countrys E-waste is recycled. The rest ends up in landlls, where it can be harmful to the environment, or is incinerat-

ed. In West Virginia, retailers such as Best Buy will accept most electronic equipment, free of charge, for recycling. West
Virginians can also take advantage of the Covered Electronic Device recycling takeback program that is highlighted in
this directory or community-based electronic recycling events that are funded through REAP.
Recycling Contamination
Recycling contamination can bog down the entire recycling process, resulting in perfectly recyclable materials end-
ing up in landlls. Recycling contamination occurs when products are not sorted correctly. Some systems require you
to separate your recyclables, paper from plastic, for example. Single-stream recycling allows you to commingle your
items, but contamination can still occur when things like cans, bottles and jars are not properly cleaned or rinsed, or
wet paper is added to the mix. Often, contamination results simply from consumers trying to recycle a material that is
not accepted by their local recycler. Contamination increases costs for recyclers, can damage processing equipment at
recycling centers and even create unsafe conditions for workers sorting your items.
Buy Recycled
Recycled-content products made from materials that would otherwise go to a landll are comparable in quality, price
and durability with products made with new materials. Help close the loop in the recycling process. By buying recy-
cled-content products, you reinforce the market for recyclable materials and help your community maintain a safe and
responsible waste management system.
Waste Prevention
While recycling benets the environment, it’s all of our jobs to reduce the amount of waste we produce and, in eect,
cut back on the amount of materials that need to be recycled. We can:
• Reduce packaging waste and save money by buying in bulk. Buy concentrates of products like detergents, clean-
ers, and juices. Buy rell packages whenever you can. Buy fruits and snacks loose instead of in packages.
• Buy products in reusable glass, plastic and metal containers that can store food or hold small household items.
Take reusable bags to the store. If you buy only one or two items, do not use a bag.
• Avoid single-serving packages and over-packaged products.
• Avoid disposable products. Choose reusable alternatives, such as a sponge, instead of a paper towel; cloth napkins
instead of paper ones; and washable plates instead of paper and plastic.
• Use both sides of a sheet of paper when making copies or writing.
• Keep a stack of printed-on-one-side paper by your home or oce printer to use for Website printouts, notes and drafts.
• Share your magazines and newspapers with friends, or take them to any hospital, nursing home or doctors oce.
• Repair appliances and furniture instead of throwing them out.
• Donate reusable clothes, toys and other items to charity.
• Recycle your yard waste into soil-enriching compost in your backyard. Learn how from your local library or county
extension agent.

Mandatory Disposal of Solid Waste: Code 22C-4-10 Each person occupying a residence or operating a business is
required to either subscribe to and use a solid waste collection service and pay the fees established therefore or provide
proper proof that the person legally disposes of solid waste at approved solid waste facilities or in a lawful manner.
West Virginia Public Service Commission 150 CSR9 Eective July 1, 1999, every private commercial hauler of solid
waste is required to establish a regularly scheduled monthly bulky goods curbside pickup for all residential house-
holds located in the hauler’s operating territory. Municipal services are not included in this ruling.
A private hauler may add 50 cents to his monthly fee to cover this service, but may not charge an additional fee for
items collected on the regularly scheduled pickup days. The hauler may also impose certain requirements and time
schedules in order to reasonably predict the number and size of bulky goods to be collected.
Bulky goods are dened as residential solid waste which are too large to be placed into suitable waterproof containers
and shall include household furniture, large appliances such as washers and dryers, waste tires o the rim having
a radius of no more than 16.5 inches from automobiles, pickup trucks, motorcycles, all-terrain vehicles and farm
tractors (up to eight tires per year per household) as well as other such materials which cannot be reasonably and
conveniently collected during regularly scheduled garbage pickups. Construction waste is not included.
Litter Control Law: Code 22-15a-4(4) Any person who violates the litter control laws is guilty of a misdemeanor, and
upon his or her rst conviction, shall be ned not less than $100 nor more than $25,000 and may be required, at the
discretion of the court, to pick up and remove from any public highway, road, street, alley or any other public park or
public property as designated by the court, any and all litter, garbage, refuse, trash, cans, bottles, papers, ashes, carcass
of any dead animal or any part thereof, or any other oensive or unsightly matter.
Second and subsequent conviction: Any person convicted of a second or subsequent violation of this section is subject
to double the authorized range of nes and community service for the subsequent violation.
Forest Fire Laws: Code 20-3-5 Current solid waste and air pollution regulations prohibit the burning of household
solid waste. Burning of leaves, grass, brush, stubble, stumps and other vegetative debris is permissible when it is in
compliance with the Forest Fire Laws.

2023 WV COVERED ELECTRONIC DEVICE CED FREE RECYCLING TAKEBACK PROGRAM
Manufacturers that oer Covered Electronic Devices for sale by any means to West Virginia markets and produce 1000 devices
annually are required by WV Code §22-15A-25 to register with the WV Department of Environmental Protection (WVDEP).
Covered Electronic Devices, or CEDs, are devices with motion picture display screens measuring 4 inches or more diagonally. De-
vices that are part of or contained within motor vehicles, household appliances, or commercial, industrial, or medical equipment
are excluded from the West Virginia denition of CEDs.
CED manufacturers pay annual registration fees that are deposited into the CED Recycling Fund. The funding is used for grant
awards to local governments to provide public electronic recycling programs and collection events. E-manufacturers are incentiv-
ized to establish their own takeback recycling programs for their brands by paying lower annual registration fees.
On page 25 and 26 of this directory is a list of CED brands that have approved free takeback programs established by the
manufacturer.
