BOARD OF EDUCATION
ELIZABETH CITY-PASQUOTANK PUBLIC SCHOOLS
November 27, 2017
The Elizabeth City-Pasquotank Board of Education met in regular session on Monday,
November 27, 2017, at 7:00 p.m., in the River Road Middle School Media Center. The
following Board members were present and constituted a quorum:

I. Meeting Called to Order
Chair Warden called the meeting to order and thanked Mr. Fonville, Principal of River
Road Middle School, for hosting the meeting.
II. Pledge of Allegiance and Moment of Silence
Emma Montero, River Road Middle School student, led members and guests in the
Pledge of Allegiance.
Dr. Cartner led members and guests in a Moment of Silence.
III. Approval of Agenda (Action)
A motion was made by Virginia Houston, seconded by Dr. Sheila Williams, and
unanimously carried to approve the agenda as presented.
IV. Recognition of Guests
Chair Warden recognized guests present and thanked them for attending the meeting.
V. Superintendent’s Report
Dr. Cartner provided copies of the district newsletter Let’s Connect ECPPS News &
Information” to members.

Bill Blake, Executive Director Albemarle Area United Way, provided an update on the
ECPPS United Way Campaign and recognized four schools (Sheep-Harney Elementary
School, P.W. Moore Elementary School, H.L. Trigg Community School, EC-P Early
College) for reaching 80% participation. He reported that the district raised $12,362 this
year.
Tia Carver, 2017-18 Teacher of the Year Representative for River Road Middle School,
spoke about what it means to her to serve as TOY and about the value of education
instilled in her by her parents. She commented that teaching required endurance,
compassion and patience and shared that she approaches her job with guidance given
to her by her father which was, “do it and do it well.” Ms. Carver spoke of her desire to
continue to make a difference in the lives of students.
The following teachers were recognized for Exceeding Excellence for publishing books:

Ganelle Gaddy Sutton (Double Dutch)
Members re-scheduled the board reorganization meeting from December 4, 2017, to
hold it in conjunction with the regular December meeting on December 18, 2017. The
meeting will begin at 3:00 p.m.
VI. Approval of Minutes
A motion was made by Dr. Denauvo Robinson, seconded by Dr. Sheila Williams, and
unanimously carried to approve the minutes of October 23, 2017 (regular session) and
November 20, 2017 (committee meetings).
VII. Consent Agenda
A motion was made by Barry Overman, seconded by Pam Pureza, and unanimously
carried to approve the consent agenda items as follow:

VIII. Public Forum (Citizen Comments to the Board)
Mr. Keith Rivers spoke on behalf of Pasquotank County Branch of NAACP and
requested that the Board of Education schedule public forums to discuss the low
performing plans.
IX. Board Member Reports
Board members expressed appreciation for comments made by Ms. Carver and Mr.
Rivers. They also recognized the profound impact that ECPPS is making on the lives of
students each day and reiterated their commitment to excellence for all students,
educators and the community.
