Welcome to the 2023 Illinois State Fair!
O
ur Illinois State Fair is a beloved tradition that brings together Illinoisans
from every corner of our great state to celebrate our agricultural legacy,
so it’s only tting that this years theme is “Harvest the Fun.”
The fairgrounds are an Illinois treasure, and we’re dedicated to improving
them year after year so that the hundreds of thousands of people that visit
from across the state and the nation can experience the best of what Illinois
has to oer. Over the past few years, we’ve made major improvements
thanks to our Rebuild Illinois capital plan. To ensure the Illinois State Fair
facilities are worthy of its founding mission, we’ve invested nearly $9
million to overhaul the Multi-Purpose Arena where so many of our great fair
events take place. So this year is extra special, as we’ll be able to celebrate
its opening and gather in the renewed space.
This year also marks the 170
th
anniversary of the Illinois State Fair, and
although much has changed since the very rst fair in 1853, one thing
remains strong and steadfast: our state’s agricultural industry. And it will
continue to propel us forward for generations to come.
Illinois has long stood as a beacon of progress, innovation, and opportunity,
with agriculture as the backbone of our achievements. That’s why I’m
thrilled to gather for another year to highlight our agriculture community’s
unmatched contributions to our state, our nation, and the world.
So wherever you come from, whatever the memories you pursue: thank you
for joining us and for making the Illinois State Fair a part of your summer
once again. Enjoy this wonderful celebration.

t is our pleasure to welcome you to the 2023 Illinois State Fair.
During your visit, we hope you take notice of the work to revitalize the
Illinois State Fairgrounds. Starting with the Coliseum to now re-opening the
Multi-Purpose Arena after a year of renovations, there has been tremendous
investments made to the fairgrounds.
Similarly, in agriculture, progress is incremental. The work and dedication
that goes into the planting season is followed by a bountiful harvest. That is
why we chose the theme “Harvest the Fun” for the 2023 Illinois State Fair.
While we continue to look for ways to make these historic grounds stand
the test of time, we are proud of the strides we have made.
As you and your family venture around the grounds during these 11 days,
our goal is that you have fun. Whether it’s showing animals, enjoying a
concert, tapping into your adventurous side with one of the thrill-seeking
carnival rides or trying each and every delicious fair food we have to oer,
the Illinois State Fair has something for everyone.
We are proud to call Illinois home and are happy you are on the fairgrounds.
We hope you will have another year full of memories made at the Illinois
State Fair and encourage you to “Harvest the Fun.”

Land of Lincoln Purebred Livestock Breeders Award
George Halpin
George is recognized for his outstanding accomplishments
in the purebred Milking Shorthorn dairy industry. Halpin
Farms, located in Cullom, is a 4th generation family farm.
In 1938, George’s parents William and Julia were gifted
two bred Milking Shorthorn heifers as a wedding present,
and the rest is history. George and his late wife, Margaret,
were married in 1975 and began farming on the family
farm. George and Margaret have two children, Amy, and
the late, Michael, along with four grandsons, Owen, Colt,
Bode, and Holden. In addition to his Milking Shorthorn
herd, George and his brother, Bill, farm approximately 4500
acres of corn and soybeans. The entire family contributes
on and o the farm to keep things running smoothly.
Halpin Farms consists of approximately 150 head of
Milking Shorthorn dairy cattle. The cows are milked at
two local dairies, Mackinson Dairy and Erdman dairy. The
calves, heifers, and dry cows are housed at the home farm.
Halpin Farms are no strangers to the show ring. Halpins have been successful in breeding and exhibiting
numerous champions and class winners at the local, state, and national level. They have exhibited Grand
Champion four times both at the All American in Harrisburg, PA and The North American in Louisville,
KY. They have four Reserve Grand Champion banners from the International Milking Shorthorn Show
at the World Dairy Expo in Madison, WI. In addition, they have countless championships from the
Illinois State Fair. They have earned over 50 All-American titles and 20 Reserve All-Americans. George
has exhibited a herd at the Illinois State Fair for 56 consecutive years.
There are a few main cow families that have excelled over the years for Halpins. One being, Halpins
Mona-EXP. She was All-American Senior 2-Year old and Reserve Grand Champion of the International
Junior Show in 2002 and Reserve Intermediate Champion of the Open Show in 2003. She earned Grand
Champion banners at Harrisburg and Louisville in both 2002 and 2003. Numerous generations of
“Monas” have gone on to excel in the show ring. Most notably, her daughter Melody (All American 4
year old) was Reserve Grand Champion at Harrisburg in 2008. Melody’s daughter, Mona II (owned with
Matt Mackinson), was Grand Champion at Harrisburg and Louisville, and Reserve Grand Champion
at World Dairy Expo in 2013.
Another winning family is that of Halpins Ruthanne. She was classied as Excellent 94 points. In 2013,
she was All-American 4-Year-Old, winning her class at Madison and being named HM Grand Champion
behind Mona II. In 2014, Ruthanne was Reserve Grand Champion at Louisville and named Best Udder
of the International Milking Shorthorn Show. Her son, Halpins Muddy Rockstar, has been a very popular
type sire over the last ve years and was named Premier Sire of the Heifer Show at Madison in 2021.
George has served in various leadership positions throughout the years. Most notably, he has been the
Cullom Junior Fair President for the last 29 years. He served as the President of the National Milking
Shorthorn Association as well as serving on the National Milking Shorthorn board for 6 years. He
continues to serve on the Milking Shorthorn All American committee. George had been a director on
the Land of Lincoln Board for many years. In addition, he has been on various boards and committees
throughout the years.

on-line. Booklets must be picked up prior to August 10 in the Competitive Events Ofce
in the Emmerson Building.

open from 7 a.m. to Midnight. for the duration
of the Fair. The Fair Administration Ofce is
open from 8 a.m. to 6 p.m.

GATE PASSES/PARKING STICKERS/TRAILERS
You must enter the Gate designated on your Auto Parking Sticker. All livestock trailers
will be parked at the half-mile track, with overow parking located northeast of
Capitol Airport. After unloading, please dump any manure from your trailers into manure
pits before parking your trailer. Enter trailer parking lot on East side of half-mile track.
Commercial haulers will be charged a fee for entry during the fair. Please advise the show
ofce or superintendent if your stable will use a commercial hauler for proper credentialing
and assistance while on site.
1. ENTRIES AND ENTRY FEES - All entry fees, except Championship Stakes are due
and must be paid before numbers are assigned. Horses or ponies must be declared
and entry fees paid for Championship Stakes on or before the day the particular stake is
listed in the schedule to show but no later than one hour before the session. All horses
or ponies shown and judged in any one class of their respective division are eligible
to show in the Stakes but SHOULD BE ENTERED IN THE STAKE AT THE TIME OF
MAKING ENTRIES. All owners, trainers, rider/driver/handlers must complete and
sign all forms, present all requested membership documents and breed association
documents before numbers will be issued.
Entry Fees are listed next to class within division listing per class. Ofce fee per
horse or pony $15.00.
ILLINOIS RESIDENT CLASSES, LAND OF LINCOLN CLASSES, FUTURITY
CLASSES, UPHA CLASSICS AND AHHS MEDALLION CLASSES WILL QUALIFY
AN ENTRY FOR THE STAKES IN THEIR RESPECTIVE DIVISIONS.
All exhibitors, when in the ring, must wear or have attached to vehicle, proper number
corresponding with number of entry in Horse Show Program.
Name of horse or pony must be given in making entry. “ENTRY” will not be accepted.

Substitutions and class changes will be allowed up to one hour before starting
time of the session containing said class.
Entry blanks must be lled out completely showing registered name of the animal to
be exhibited. Registration number, age, date of birth, sire and dam of Futurity entries
must be given. Every animal shall be entered and exhibited in the name of the bona
de owner or his agent at the time of entry. Name of animal entered must be the same
as corresponding negative EIA and health certicate.
Exhibitors should make entries with the distinct understanding that their stock must be
brought to the arena for judging and for exhibition purposes or parades at the request
of the Management. Exhibitors are requested to be ready with their horses or ponies
at least fteen minutes before the time appointed for showing them as arranged in the
ofcial schedule. Exhibitors must submit their animals for examination by the Ofcial
Veterinarian when ordered to do so by Show Management.
DRUG TESTING REQUIREMENTS
Illinois Department of Agriculture personnel are authorized to collect blood,
urine, milk, tissue or other samples from any animal being exhibited to test for
the presence of any substances, practices or other adulterants which may give
the animal a competitive advantage. As a condition of entry, all exhibitors shall
sign a statement of ethical conduct.
Upon entry to the Illinois State Fairgrounds, no person shall administer internally or
externally any medication, including prescription and non-prescription, unless prior
written authorization is received from the State Veterinarian’s Ofce. Any medication
or drug administered without authorization or in an unauthorized dosage constitutes
a violation of this requirement.
Notwithstanding the above, as a condition of entry in an Illinois State Fair event,
all exhibitors agree to cooperate fully with testing protocols including ultrasound.
Department personnel may collect blood, tissue, milk or urine samples from any
animal being exhibited and/or raced in any event at the Illinois State Fair at any time,
including at the time of slaughter, to test for the presence of any substances, practices
or other adulterants. It is a violation of this requirement if the test results indicate 1)
the presence of a substance, practice or other adulterant that could give an animal
a competitive advantage, and/or 2) the presence of a substance, practice or other
adulterant that does not meet allowable slaughter residue levels for market animals as
determined by the Department. Non-market animals are deemed not to have violated
this Requirement concerning competitive advantage if the drug was given under a
current veterinarian’s prescription for the animal and was prescribed for a therapeutic
reason. Notwithstanding the previous sentence, animals must still comply with breed
specic requirements regarding drug usage. A copy of such prescription must be shown
to Department personnel at the time of collection. If not shown at time of collection,
such drug use will be deemed a violation of this requirement and proof of a prescription
at a later time will not be a defense.
Market animals are deemed to violate allowable slaughter residue levels if the test
“positive” (not a quantitative test) for any drug that has not been approved by the

Federal Food and Drug Administration for such type of animal. The fact that a drug
exceeded its estimated withdrawal time or was prescribed will not be a defense to a
violation of this Requirement concerning slaughter eligibility.
Any animal drug tested at the Illinois State Fair is subject to be detained at the expense
of the Exhibitor by Fair Ofcials until the Fair Ofcials receive nal test results. After
any preliminary positive test results are conrmed by a gas chromatograph/mass
spectrometer tests, the results may be made public.
If a dispute regarding the test results occurs, a portion of the referee sample, upon
written request to the Department, may be sent in a manner mutually agreed to by
the parties for laboratory testing and analysis at a facility mutually agreed to by the
exhibitor and the Department. The referee sample will be split in the presence of the
parties or their representative. The test results must be sent to both the exhibitor and
the Department by the laboratory. All fees associated with the referee sample are the
responsibility of the exhibitor.
If an animal is determined to be in violation of this requirement, then the exhibitor
agrees to forfeit all awards, prizes, money, honors and rights to any benets received
at the Illinois State Fair concerning such animal.
If an exhibitor disputes a disqualication of an animal by fair ofcials, the exhibitor
may request a hearing before an administrative law judge of the Illinois Department of
Agriculture, pursuant to the administrative law rule. However, any request to have the
referee sample tested must be made, the test must be performed and the test results
determined all prior to the hearing.
The owner, exhibitor, tter, trainer and participant bear absolute responsibility for an
animal’s condition, whether or not he or she was actually instrumental in or had actual
knowledge of the administration of drugs or medication or treatment of the animal in
contravention of these requirements.
Proper testing may require animals to be detained temporarily and may delay awarding
of premium checks.
2. PEDIGREE - Pedigree of horses, where required, must be traceable to the American
or Foreign Stud Books for the particular breed to which they belong. COPIES OF
REGISTRATION PAPERS ARE REQUIRED FOR ALL LAND OF LINCOLN ENTRIES!
3. AGE OF HORSE - In all classes the age of horses in this show is to be computed
from the rst day of January in the year in which the entry was foaled.
4. PERSONS ALLOWED IN THE RING - During the time of judging, no person will be
allowed in the ring except the ring attendants, judges of the class, ring stewards, and
when necessary, grooms of horses being judged. Only one extra attendant to a horse,
pony or exhibitors allowed in the ring according to breed rules.
5. EXHIBITORS - No person shall be Superintendent or Judge in any department where
he exhibits.
6. PREMIUMS - Awards and premiums are subject to approval of General Assembly.
Premiums will be paid as rapidly as possible after awards have been made and
vouchering completed from Judges’ Books. The warrant will be paid to the order of and
mailed to the name of the exhibitor whose signature appears on the Ofcial State Fair

Entry Blank. Judges’ Books only will be used as evidence for payment of premiums.
Ribbons are not accepted.
7. COURTESY TO JUDGES AND OFFICIALS - Exhibitors are notied that any act of
discourtesy or disobedience by them, their riders, drivers, grooms or agents to the
judges or ofcials shall disqualify their entry and the owner shall forfeit entry fees and
all other charges, including any and all prize money which he may have won at the
show. The Horse Show Superintendent shall have the power to disbar the offending
individual from further competition and have him or her and his or her entire exhibit
removed from the grounds WITHOUT BEING HELD LIABLE FOR DAMAGE OF ANY
KIND AND THIS SHALL BE ACCEPTED AS A CONDITION OF ENTRY.
8. PROTESTS - A protest may be made by an exhibitor, trainer, agent or parent of a junior
exhibitor. It must be presented to the Show Steward or Manager in written form and
accompanied by a $100.00 protest fee within twenty four hours of alleged violation.
Decisions of the Show Steward and Management will be nal. If protest is found to
be valid, the $100.00 fee will be returned to the person entering the protest.
9. SHOW RULES - Standard Horse Show rules will apply to all classes unless otherwise
stated. Standard is national breed association and national governing organizations.
10. MEASUREMENTS - The Show Management reserves the right to measure any or all
horses or ponies entered in a class which species a height limit. An owner or trainer
may question the height of a horse or pony in the same class in which he is showing.
A written protest along with a $100.00 protest fee must be made to the Show Steward
within twelve hours of the completion of the class. As soon as possible after the protest
is registered, the animal in question will be measured by the Ofcial Veterinarian and
the Steward. If said animal exceeds the specied height for the class in which it was
shown, all premiums, ribbons and trophies must be returned to the Show Management
immediately after notication of the ndings and the protest fee will be returned to the
person who entered the protest. If said animal is found to be within the specied height
limit, the protester will forfeit the $100.00 protest fee.
11. AMATEUR - Any person is an amateur who after his 18th birthday does not engage
in any activity which would make him a professional. All juveniles shall be considered
amateurs.The standard is national breed associations and their governing bodies.
12. CANCELLATION OR COMBINATION OF CLASSES - The Illinois State Fair Horse
Show reserves the right to cancel any class when there are less than ve entries, the
property of different owners, also to combine or divide any class or classes should
the best interests of the show warrant it. IN STAKE EVENTS, six or more entries
constitute a Stake Event. Less than six, stake may be canceled, combined with another,
or reduced to a class at discretion of the Management. Entry fee will be adjusted or
refunded accordingly.
13. QUESTIONS AND DISPUTES - The Illinois State Fair, through its Horse Show
Management, reserves the right of itself, to interpret all questions and conditions
in regard to, or arising out of, or incident to the show, without claim for damages or
resource of any kind. All questions not covered in these rules and regulations shall be
decided by the Horse Show Management, their decision to be nal.
14. STALLS - STALLS WILL BE ASSIGNED BY MANAGEMENT. The following stall fee
will be charged and reservations made in accordance:

15. NOT RESPONSIBLE - Neither the Illinois State Fair nor the Horse Show
Management will be responsible for any article of any kind or nature that may
be lost, destroyed or stolen, although every precaution will be taken to protect
property of the exhibitors. Also, the Illinois State Fair and the Show Management
will not be responsible for any injury sustained in any way to exhibitors,
spectators or employees.
16. SPECIAL NOTICE TO EXHIBITORS - Time Schedule for exhibitors to exercise horses
or ponies in the Coliseum will be after the conclusion of the evening session until 1

17. IMPORTANT - No release for horses or ponies will be issued by Horse Show
Ofce until paid receipts for feed bills, stall rent and entry fees are presented.
No exhibitor may withdraw his horse or pony from any show after it has commenced
or from the show ground without the permission of the Show Management. Horses or
ponies becoming sick or disabled will be released only upon a certicate signed by
the Ofcial Veterinarian of the Show. THIS RULE WILL BE STRICTLY ENFORCED!

CERTIFICATES OF VETERINARY INSPECTION AND/OR TEST RECORDS MUST
BE AVAILABLE FOR INSPECTION AT ANY TIME WHILE ANIMALS ARE ON THE
FAIRGROUNDS.
These Exhibition Health Requirements apply to all livestock present at the fair
including those animals that are not entered in competitive events.
Health Certicate / Certicate of Veterinary Inspection The term “Health Certicate” or
“Certicate of Veterinary Inspection” (CVI) means a legible record, made on an ofcial form
of the state of origin, issued by an accredited veterinarian, which shows that the animals
listed thereon meet the health requirements of the state of destination. A Certicate of
Veterinary Inspection (CVI):
1. Must accompany animals, except as noted, and be available on request by Animal
Health Ofcials;
All out-of-state animals shall require an entry permit. Entry permit numbers are
available by calling the Illinois Department of Agriculture, Monday through Friday
from 8:00 AM to 4:30 PM, at 217/782-4944. Permits may also be obtained online at:

2. Must show results of required tests and/or vaccinations;
3. Must show name and address of owner or exhibitor;
4. Must be dated and signed by an accredited veterinarian;
5. Must show only one(1) identication per line on the CVI;
6. Must show the ofcial identication of each animal.
7. For out-of-state livestock, a CVI shall be void thirty (30) days after issuance. 8. For Illinois
origin livestock, a CVI shall be void ninety (90) days after issuance. 9. If animals are

Animals with active lesions of ringworm with resulting loss of hair, sore mouth, caseous
lymphadenitis or multiple warts easily visible without close examination, will not be permitted
to exhibit. Animals infested with scabies or mange will not be permitted to exhibit.
As a condition of entry in Illinois State Fair events, all exhibitors agree to cooperate fully with
testing protocols including ultrasound. Department personnel may collect blood, tissue, milk
or urine samples from any animal being exhibited and/or raced at any Illinois Fair to test for
the presence of any substances, practices or other adulterants which may give the animal a
competitive advantage. The Illinois Department of Agriculture may also collect blood, tissue
or other test samples from exhibition animals at the time of slaughter.
Upon entry to the Illinois State Fairgrounds, no person shall administer internally or
externally any medication or drug, including prescription and non-prescription, unless prior
written authorization is received from the State Veterinarian’s Ofce. Any medication or
drug administered without written authorization or in an unauthorized dosage constitutes a
violation of show rules, and all premiums and awards from all shows for the owner, exhibitor
and/or trainer will be withheld.
All exhibitors of animals at any Illinois Fair shall comply with the provisions of the Illinois
Humane Care for Animals Act. If violations are observed, the animal(s) will be excused
from exhibition and be ordered removed from the grounds with all awards and premiums
being forfeited.
Any practice or deviation from normal, accepted care, including physical or mechanical
application, will constitute a violation of show rules and is subject to the above provisions.
HORSES, PONIES, MULES AND OTHER EQUIDAE
Illinois Equine 1. All horses and other equidae, twelve (12) months of age and older
attending an advertised equine event, shall be accompanied by a negative test for equine
infectious anemia (EIA) conducted within the last twelve (12) months. A copy of this test shall
accompany the animal. 2. AGID (Coggins) or ELISA tests are accepted. 3. An advertised
equine event means a show, rodeo, sale, auction, exhibition, trail ride, or horse fair that is
posted or media promoted. 4. A CVI is not required for Illinois equine

All veterinarians issuing Certicates of Veterinary Inspection for livestock including equine,
bovine, porcine, caprine, ovine, and cervidae transported into Illinois from any state with
a conrmed diagnosis of vesicular stomatitis must include the following statement on the
Certicate of Veterinary Inspection: “Vesicular stomatitis has not been diagnosed on the
premises of origin within the past thirty days. I have examined the premises of origin and
have found no signs of vesicular stomatitis.”
BREED SPECIFIC EQUINE RULES
Additional vaccination requirements for those breeds that afliate with the United States
Equestrian Federation, USEF or are Star Shows at this event. See USEF GR845 Equine
Vaccination Rule and proof of vaccination within 6 months.
PREMISE REGISTRATION NUMBER VOLUNTARY
Premises Registration is voluntary to exhibit livestock (beef, dairy, horses, swine, sheep,
goats, poultry and rabbits) at the Illinois State Fair.
Choosing to register your premises puts you on the frontline of controlling and preventing
the spread of animal disease. A disease outbreak can’t be predicted but it can impact every
segment of animal agriculture.

Welsh section of the Canadian Pony Society and be entered under their full registered name.
Entries shall not exceed 12.2 hands in height. Standard Welsh rules to apply.
Welsh Fine Harness Ponies to be shown at a free animated park trot, extreme speed to be
penalized and at an animated walk. To stand quietly and back readily.
Welsh Roadster Ponies to be shown to a road bike. Driver to wear colors. To be shown at
a jog trot, road gait, and then at speed.
Pleasure Ponies to be shown to suitable two or four wheeled vehicles but not a viceroy,
racing sulky or ne harness buggy. They will be asked for a walk, working trot, and trot on.
Must stand quietly and back readily.

THE STATE OF ILLINOIS

1. The breeder must be an Illinois resident, meaning the dam of the animal being shown
was owned by an Illinois resident at the time of service. The sire can be either Illinois
or out of state owned.
2. Proof of eligibility must be available to the Superintendent of the department in which
the animals are to be shown.
3. All horses and ponies must be registered in their respective Stud Books to be eligible
to participate in Land of Lincoln Breeders Awards.
4. An exhibitor will be limited to two (2) premiums in each individual class.
5. All horses or ponies must be maintained in the State of Illinois; provided, however that
such animals be permitted out of state for a maximum period of 90 days for the purpose
of showing and exhibitions and embryo transplants. (individual who rides, drives or
leads the animal in the ring) must be an Illinois resident.
6. Proof of age of the driver in the Shetland Youth Class must be made available to the
Superintendent.
7. Class specications and judging procedures will be the same as in the Open Section
of the Horse Show.
8. Horses or ponies which are double registered will be allowed to compete in one breed
division only.
9. For the purposes of this Section, “Illinois Resident” means: (A) An individual who is
physically present in the State of Illinois with the intention to remain. (B) A partnership,
joint venture, limited partnership or other syndicate or association shall qualify as an
Illinois Resident provided all of the individual members and/or beneciaries qualify
individually as residents of the State of Illinois. The Articles of Agreement of any one
of these types of entities must contain a restriction that provides that the ownership or
transfer of interest by any one of the persons a party to the agreement can only be made
to a person who qualies as an Illinois Resident. 8 A corporation shall be considered
an Illinois Resident if (1) it is incorporated in Illinois, and (2) all stockholders, directors
and ofcers are residents of the State of Illinois.
