Market Guidelines
I. Eligibility Requirements
The use of the market is restricted to actual growers of fruits, vegetables, plants,
herbs, flowers, meat, eggs, dairy, grains, and producers of baked goods, jellies,
jams, honey, and/or other approved products that are offered for sale at the market.
II. General Rules
A. All products sold at the market must be grown or produced by the person
to whom the vending space has been assigned. Only the producer/grower,
members of his/her family, or the producer/grower's employees may sell at
the market. All livestock produced for meat must be owned by the
producer/grower for at least 75% of its life, and must be “finished” by the
owner. Specialty producers must obtain ingredients/materials locally,
whenever practical. Exceptions may apply and may be granted with
special requests.
B. The resale of purchased items shall not be permitted unless pre-
authorized by the market.
C. Items allowed for sale shall include but not be limited to fruits, vegetables,
berries, nuts, plants, herbs, flowers, meat, eggs, dairy, grains, baked
goods, honey, jams and jellies, soaps, food, beverages.
D. All persons intending to sell in the Farmers Market must, prior to
participating in the Market, file an application with the Borough of
Greencastle verifying that they are the actual grower or producer of the
specific items, which they intend to sell in the Farmers Market.
E. All producers and growers shall expect a representative of the Borough of
Greencastle or its designee to inspect their vending station at least once
per season in order to check for proper sanitization and cooling
requirements.
F. All producers and growers participating in the Farmers Market must
comply with the sanitary rules and regulations imposed by the
Pennsylvania Department of Agriculture and are responsible for obtaining
whatever licenses and/or permits are necessary to comply with County,
State and Federal rules and regulations.

G. Each grower or producer at the market will display a sign identifying the
name and location of their farm or business. They shall also display a
price for each item. Producers and growers shall strive to sell only
products of the highest quality and freshness in keeping with the market's
desired image. Any reasonable request to replace a product shall be
honored by the vendor.
H. Market location will be finalized and will be outlined in the early spring of
each year.
I. The Farmers Market will determine market days and times, which will be
outlined in the early spring each year.
J. The setting up of the market may begin one hour before opening time on
the market day. Selling or bagging shall not begin before official opening
time. The setting-up process should not block or impede access of
neighbors to their spaces. No vendors may leave before the market
closing time or official announcement by the Borough of Greencastle or its
designee. Permission for early departure may be granted for special
circumstances on occasion.
K. All growers and producers shall be responsible for the cleanliness of their
selling area. All growers and producers agree to keep the market area
reasonably free of any debris generated by the market.
L. Complaints against any grower or producer regarding the origin of their
produce or goods must be directed to the attention of the Borough of
Greencastle or its designee on a completed complaint form. The identity of
the person making the complaint will be held in strict confidence.
M. Complaint resolution is the responsibility of the Borough of Greencastle.
N. Complaint Resolution Process: (1) The Borough of Greencastle or its
designee will respond immediately (a) to a signed written complaint or (b)
to a request for a meeting by at least three (3) vendors. (2) The Borough
of Greencastle or its designee will investigate the complaint and may
conduct an inspection and report its findings to the complainant. (3) If a
producer appears to be causing a serious problem at the market, the
Borough of Greencastle or its designee will notify the producer in writing of
their suspected violation and request compliance by the next market day.
(4) Further failure to comply will result in suspension from the market. (5)
A third party may be brought in to mediate if deemed appropriate.
O. The Borough of Greencastle reserves the right to cancel the approval of
any grower's or producer's application if and when the Borough of
Greencastle or its designee finds said grower or producer in violation of
any of the aforementioned rules and eligibility requirements.
The Borough of Greencastle and the Greencastle Farmer’s Market do not discriminate on the basis of age, disability, gender, race
or religion.
