INTRODUCTION
The New Mexico EMS Bureau is obligated by state statutes to ensure the protection of the public by validating that the
licensed New Mexico EMS provider has maintained competence through continued education and field experience to
provide quality patient care. The Bureau, with input from the New Mexico accredited training institutions, Medical
Directors, EMS Service Administrators, Training Coordinators, and providers, continuously strives to make improvements
in the recertification process to make it more efficient and lessen the burden on our EMS providers. The purpose of this
guide is to serve as a resource for EMS agencies, Training Coordinators, Medical Directors, and providers to help in the
renewal process.
The State of New Mexico is now using a Licensing Portal for all individual EMS healthcare practitioners, and agencies for
issuance of permits, certifications, and licensure. You will use the Licensing Portal to update your personal information,
apply for certifications and licensure, and renew current certifications or licensure. The State of New Mexico EMS Bureau
uses the email address in your account as the primary source of communication. (See Appendix B)
RENEWAL PROCESS
There are currently 6 levels of Licensure in New Mexico
1. Emergency Medical Dispatcher
2. Emergency Medical Dispatcher Instructor
3. First Responder
4. EMT Basic
5. EMT Intermediate
6. EMT Paramedic
Renewal of your New Mexico EMS license involves meeting all the requirements of licensure renewal, including
completing the required number of continuing education (CE) hours based on your level of licensure. The New Mexico
EMS Bureau does not require a traditional refresher course for license renewal. Our goal is to have a straightforward
process of license renewal, while still requiring verification of the retention and improvement of each licensee’s
knowledge base and skill level. You are NOT required to maintain your National Registry of EMTs (NREMT)
certification as a requirement for New Mexico EMT license renewal. By meeting the New Mexico CE requirements for
license renewal, one should also meet most of the CE requirements of the NREMT National Continued Competency
Program (NCCP). Please visit the NREMT website to assure your compliance with their specific requirements to maintain
your NREMT certification (www.nremt.org
).
ALL CE RENEWAL REQUIREMENTS MUST BE COMPLETED BY DECEMBER 31 OF YOUR RENEWAL PERIOD.
Example: If the expiration date on your license is 03/31/25, all your renewal CE requirements must be completed by
12/31/24.

CREATE A NEW EMS ACCOUNT
If you are a new user to the New Mexico EMS system, you will need to create an account in the Licensing Portal. Please
use the Create Account button at the bottom of this page. Enter your legal name and information to assist in
determining your eligibility for licensure. Once entered, you will be emailed login information to access the system.
If you have ever held a New Mexico State EMS License (any level) you already have an account. Please do not create a

New Mexico Criminal Background Check
Licensees seeking to renew their license will be required to submit Bureau approved background check every other
renewal cycle, or every 4 years, in accordance with the provisions of §24-10B-5.2 NMSA, 1978. IMPORTANT: This is a DPS
Background check form and no longer Fingerprinting through GEMALTO. This is in your online application.
The EMS Bureau will require background checks by the following alphabetical schedule:
Renewal due 03/31/2024; Last name A-M
Renewal due 03/31/2025; Last name A-M
Renewal due 03/31/2026; Last name N-Z
Renewal due 03/31/2027; Last name N-Z
Complete the following steps to complete your New Mexico State Criminal Background Check:
Pursuant to 29-10-6(A) of the New Mexico Arrest Record Information Act, an individual may inspect, in
person, through his counsel, or through his authorized agent, arrest record information concerning him/her.
To obtain arrest record information, a Department of Public Safety (DPS) Authorization for Release of
Information form, please email peggya.griego@doh.nm.gov or ReneeL.Sandoval@doh.nm.gov Must be
completely filled out (legibly) and submitted to this agency for processing. The form must be notarized, and
the fee is $15.00 per record check, which should be a money order or cashier’s check made payable to the
Department of Public Safety. The DPS must receive the authorization form with the “original” signature.
With the required release and proper payment, all adult arrest records are released.
The turnaround time is 7-15 working days from the date of receipt (depending on the current volumes and
workload) and should only be requested by mail. Attached is the required release form, which may be
duplicated.
Renewal Application: To apply for New Mexico EMT License Renewal, follow these instructions:
1. Fill out the online Renewal Application for Licensure completely.
2. If are currently working for a New Mexico EMS Service under Medical Direction, your Medical Director will
receive an email notification for Verification of Competency on-line.
3. If you are working for a NON-EMS agency (examples; hospital, urgent care, racetrack/casino) you will need to
have the agency Medical Director sign the Verification of Competency form and upload it into your online
application for Renewal.
4. You must sign the “Affirmation of Renewal Requirement Completion” and attach documentation/verification of
approved New Mexico Continuing Education. This is done when you type in your password and submit your
online application. You will be notified via email on August 27, 2024, if you were placed on the Audit list. You
will then follow the instructions that are sent to your email.
5. You must upload a copy of a current CPR certification into your online application. Paramedic applicants will
also upload a copy of a current ACLS certification into your application.
6. Include the correct fee for licensure level with a check, money order, or purchase order (this fee is non-
refundable).
7. Mail or deliver in person, fees in form of check, money order, or purchase order to:

ACCEPTABLE FORMS OF CE
Continuing education allows you to demonstrate continued cognitive competency by documenting the hours of CE you
complete during your 2-year renewal cycle. The course/class must be EMS Bureau approved before the CE is
administered. The Bureau has the final decision in determining if the category or type of CE will be accepted. At least
half of the required CE’s must be conducted synchronously, in a live person to person setting.
You may earn CE credit through the following acceptable methods:
CLASSROOM (SYNCHRONOUS) INSTRUCTION
This includes traditional instructor-student relationship in the classroom or field setting or “real time” interaction via
webinar, etc.
Approved EMS Agency CE Programs
An agency may conduct continuing education courses with a bureau approved CE number. All requirements for
conducting an EMS CE course must be followed, and records maintained by the agency or department’s CE coordinator,
including class roster, teaching notes or outline, power point presentation, etc. Such trainings may include case reviews
and job orientation classes. EMS video presentations may be used for continuing education. Agencies intending to offer
video training must submit the "Notification of Intent to Conduct a Continuing Education Program" application to the
bureau along with a list of the videos intended for presentation with their corresponding copyright dates.
Conferences and Symposia
Most conferences and symposia are lecture-based programs hosted by services, educational institutions, hospitals, or
state/regional EMS organizations. Conference coordinators may offer topics included in this guide provided the lecturer
covers the topic sufficiently to ensure meeting the depth and breadth outlined in the Instructional Guidelines. When a
lecture meets these guidelines, the conference coordinator should identify to those who attend that this lecture can be
used towards meeting the New Mexico continuing education requirements.
Carded and Pre-Approved Courses
Credit can be applied for standardized courses. See the Pre-Approved Course List. You may use a course only once
toward the total number of hours required. Excess hours from a course can be carried over to another requirement
area.
College Courses
Credit can be applied for college courses that relate to your role as an EMS professional. The number of CE credits
accepted is determined by the EMS Bureau Training Coordinator. Approved courses may include Anatomy & Physiology I
& II (Labs), Microbiology (Lab), Intro Chemistry, Pharmacology, Psychology, and Statistics. Courses that are approved are
list in this guide (pg12). Please upload your unofficial transcripts as the course completion certificate. Be advised, you
will almost assuredly not receive hour for hour credit of college courses.

INSTRUCTORS
Instructors may receive continuing education credit applied as follows:
Instructors of CPR, ACLS, and PALS courses may receive 4 hours of additional CE credit toward license renewal for one
class per year for each course. For example: if you taught 6 CPR courses, 2 ACLS courses and 2 PALS courses in a calendar
year, you would only receive 4 hours of CE for each different course for a total of 12 CE hours.
Instructor-Coordinators, employed by an approved EMS training institution, may receive hour for hour credit for
teaching an approved course (EMS First Responder, EMT-Basic, EMT-Intermediate or EMT-Paramedic). Documentation
of such activity submitted for renewal must be on letterhead from the training institution and signed by the director.
Any out of state CE must be CAPCE.

AUTHORSHIP
This includes EMS articles for newspapers, magazines, textbooks, and journals that are written by EMS personnel. The
article must be written and submitted to the State EMS Training Coordinator for approval during the current licensure
cycle. Upon review, the State EMS Training Coordinator will determine whether the specific article shall receive CE credit
and will notify the author in writing.
A final word for individuals requesting CE approval: Individuals may be granted CE approval for other types of
training not listed in this guide. For approval to be given, the individual must submit a course completion certificate or
other documentation verifying attendance, along with course syllabus and other supporting documentation, as
determined by the EMS Bureau. Notification of approval will be accomplished by letter from the State EMS Training
Coordinator. A copy of this letter must be submitted when applying for licensure renewal.

*Please note: At the time of the writing of this guide, the NREMT has varied the number of required hours for NCCP,
and NREMT/NCCP requirements may differ slightly from the following NM requirements for each level. This may occur
on an ongoing basis, as the NREMT considers varying their requirements from year to year. If you are interested in
renewing both your NM license and the NREMT certification, and these variations appear to be problematic, contact the

PRE-APPROVED COURSE LIST
The following table is a sample of national and statewide recognized courses available for Continuing Education credit.
It would be impossible to list every course that is applicable to EMS education. You, or your agency, do not need pre-
approval from the EMS Bureau to attend or sponsor these classes so long as the requirements by the sponsoring
organization for such classes are met. Individuals completing any of these courses need only to submit their course
completion certificate when they renew their license. Other courses not listed below may be eligible for Continuing
Education credit. Also, all courses that are CECBEMS approved are pre-approved for credit in New Mexico.

2. When you are logged on, go to the bottom of the page to the log in information and provide the Username and
Password if you have an existing account. Please note, all current EMS providers should have an existing
account. If you have an existing account, but forgot the log in information, please select “Forgot Username” or
“Forgot Password”. (Go to step 3) If you are a new provider and do not have an account, select “Create Account”
and provide the requested information
3. If you selected “Forgot Username or Password” the following page should appear. Please complete the
highlighted areas and press “Lookup”

4. The following page should appear.
5. If the email address is correct, select “Go to Loginand check that email account for the email instructions sent
from ImageTrend (check your spam and all folders).
6. If the email address is not correct, or you need to update your email address, select “Yes” in the Update Email
and Re-Send button.
7. You now should be able to see the log in screen and you will need to select the “Agree with the Privacy
Statement” to continue.

8. When the following screen appears, select “Profile” to review your personal information and edit any allowable
information needed.
9. To apply for re-licensure, click on Applications”.
10. When this page appears, select “View My Applications.
